Overview

A confidential client, planning to build hundreds of Battery Energy Storage System (BESS) facilities across the state, has awarded Risk and Safety Solutions Melbourne (RSSM) the responsibility for conducting safety assessments for the first six sites of their Stage 1 deployment. 

As the client embarks on this large-scale rollout, ensuring safety and regulatory compliance is paramount. RSSM’s role involves conducting Preliminary Hazard Analyses (PHA) and Fire Safety Studies (FSS) to identify and mitigate risks while ensuring the facilities meet all relevant safety standards and regulations. 

Our Approach and Services

Preliminary Hazard Analysis (PHA)

– We conducted a detailed PHA for each of the first six sites, identifying potential hazards, evaluating risks, and recommending control measures to ensure the safety of the facilities. 
– The PHA addressed hazards related to electrical faults, battery failures, fire, explosion and toxic dispersion of lithium-ion LFP battery off-gas release. 
– Our 2D software modelling by using Gexcon EFFECT and RiskCurves software’s analysis ensured alignment with state regulatory frameworks and best practices for risk management. 

Fire Safety Study (FSS)

– For each site, we developed a Fire Safety Study to assess the adequacy of fire detection, prevention, and protection systems. 
– The FSS also evaluated emergency response protocols, ensuring that the design supports rapid and safe intervention by fire services. 
– We collaborated closely with the client to ensure that the fire safety measures are tailored to the unique aspects of each site. 

Outcome and Impact

With RSSM’s expertise, the client now has a solid foundation to proceed confidently with the development of the first six BESS sites. Our PHAs and FSSs have provided the client with the insights and recommendations necessary to mitigate risks and ensure compliance with safety regulations.
